HB25 1207 - Pet Ownership Residential Housing Structures

Effective Date: August 5th, 2025

Key points:

  • Homeowners Insurance Protections:

    • Insurers cannot refuse, cancel, or raise premiums on homeowners, dwelling fire, commercial multifamily, or renter’s contents insurance based solely on a dog’s breed or breed mix—unless the dog is known or declared dangerous. 

  • Pet-Friendly Affordable Housing:

    • All housing developments financed under the Colorado Housing Act of 1970 must allow tenants to own or keep one or more cats or dogs, subject to reasonable conditions like leash use, insurance, and nuisance policies. Breed bans and weight limits are explicitly prohibited. 

  • Tax Credit Alignment:

    • Affordable housing developments claiming state tax credits must also permit tenants to keep pets under the same terms, ensuring consistency across financing mechanisms.
