HB20 1155 - Higher Efficiency New Construction Residence

Effective Date: September 14th, 2020

Key points:

  • Solar Energy Options:

    • Builders must offer buyers the opportunity to include:

      • A residential photovoltaic solar generation system or a residential solar thermal system, or both.

      • Upgrades of wiring or plumbing to accommodate future installation of such systems.

      • A chase or conduit to facilitate future installation of necessary wiring or plumbing for such systems.

  • Electric Vehicle Charging Infrastructure:

    • Builders are required to offer one of the following:

      • An electric vehicle charging system.

      • Upgrades of wiring to accommodate future installation of an electric vehicle charging system.

      • A 208- to 240-volt alternating current plug-in receptacle in an appropriate place accessible to a motor vehicle parking area.

  • Efficient Electric Heating Systems:

    • Builders must offer the option to include efficient electric heating systems, such as electric water heaters, electric boilers, or electric furnace or heat-pump systems. 

  • Information Disclosure:

    • Builders are obligated to provide buyers with pricing, energy efficiency, and utility bill information for each natural gas, electric, or other option available, including information from the federal Energy Star program or similar sources. 

  • Exemptions:

    • The requirements do not apply to residences where the electrical or heating systems have been substantially installed before the buyer enters into a purchase contract. 

  • This legislation aims to promote energy efficiency and support the adoption of renewable energy technologies in new residential constructions.
