HB25-1019 - Third-Party Administration of Division of Housing Programs

    • The Division may contract with external organizations—such as nonprofits, local or tribal governments, or private entities—to administer programs providing rental assistance, housing vouchers, eviction defense, and supportive housing services for individuals experiencing or at risk of homelessness.

    • The bill supports funding models where organizations receive financial support upon achieving specific, contractually agreed-upon outcomes, promoting accountability and results-driven services. 

  • This legislation aims to improve the efficiency and effectiveness of homelessness programs by leveraging the expertise of third-party organizations and implementing performance-based funding model
